DCAT

AndreaPerego: main discussion was issues that were raised as part of feedback; some inconsistencies
… in the RDF we were using some OWL that was not included in the specification

AndreaPerego: riccardo created an issue for this (above); we need to decide whether to address these
… we cannot modify dcat2, but we should align the RDF with the specification
… then we need to decide whether to keep them and whether to update the specification
… the axioms were removed from RDF of DCAT2

AndreaPerego: we remove these from the RDF in the DCAT repo, but need an official version in W3C space
… changes were made in definition of RDF in DCAT2

plh: I have to make the update manually
… open an issue and assign it to me, and remind me
… this works if we don't have to do this often

AndreaPerego: This issue was discussed for the whole meeting; another topic was that we have the impression
… that users do not always understand that the normative specification is the html one

AndreaPerego: we need to say that if there is inconsistency the HTML is the normative one; need to figure out
… how to make this more obvious in the documentation
… the only indication in Respec is a list of non-normative documents

annette_g: suggest that if there are discrepencies we should focus on fixing those

AndreaPerego: not sure there is a real problem, it may be a matter of interpretation

PWinstanley: Andrea, please write into the minutes any other messages

AndreaPerego: to conclude: feedback from accessibility group needed

PWinstanley: need to have a first draft ready in 3.5 weeks.

PWinstanley: content neg by profile still useful, taking a lot of time
… good for an ecosystem

annette_g: I would suggest that we could still do a useful profile guidance document

annette_g: neither the prof vocab needs to be active for us to create a guidance document

PWinstanley: asking plh: should guidance and primers come within the scope of a charter
… we need to increase uptake by creating more user-centered documents
… given that the charter is short, good to do some consolidation and primer work

plh: yes, primers are included in charter, and wouldn't need a new charter

<PWinstanley> kcoyle: given the non-quorum there has been on the last meetings, we can't assume on people being available for the effort required

<PWinstanley> ... the DCAT subgroup might have the cycles, but for other areas we might not have the resources

PWinstanley: do people think that we need a new charter? do we have enthusiasm and resources to do things?

annette_g: maybe only need an extension of current charter

PWinstanley: do people feel there is life still in the group?

annette_g: haven't been part of DCAT subgroup - can't know what energy they have

AndreaPerego: no real answer; probably need some new blood; dcat subgroup is only about 4 people
… invited others but ... no new members

PWinstanley: I have the impression that summer holiday was a relief from the work
… maybe we need a break once DCAT3 is released
… any impediments?

plh: yes, we can have a charter and take a break; there are maintenance groups that never meet
… don't close the group

PWinstanley: is there a halfway? not maintenance mode, but a break, then do sprints
… group has been together for 4 years

PWinstanley: there are things to be done

<PWinstanley> kcoyle: to ask - are there significant changes queued up on DCAT that need immediate work after the release of v3?

AndreaPerego: we have a few changes queued up; e.g. how to deal with inverse properties
… other things come in; depends on the deadline we want to set
… right now we want to publish a draft by end of the year
… there are lots of issues that need to be resolved
… and we get new feedback still; e.g. how to specify something with a shifting schedule
… some use cases mean we have to think about the scope of dcat

plh: need to decide exact time to meeting during week of tpac
… move oct plenary to Oct 26 - and advertise to tpac audience and focus on general interest questions

PWinstanley: any video or audio needs to be mainly about dcat
… suggesting that we do that

PWinstanley: we've had recent correspondence from folks in homeland security wanting to join the dcat group, so not just data.gov
