This draft proposal is intended for upcoming WCAG 3 Working Draft publication. Various portions of this document are intended to go in different locations of WCAG 3 documents, including the Conformance Section, the Glossary, and a new outcome on alternative text. Those intended locations are called out in each section of the survey.

On 13 July, AGWG reviewed our draft proposal to address conformance for 3rd party content, and directed us to return to AGWG with a new proposal focused specifically on conformance for User Generated Content. This survey asks AGWG to review the key parts of that proposal, which are contained in three places: 16:59:39 the definition of User Generated Content in the Glossary of WCAG 3, a new subscection of the Conformance section of WCAG 3, and an example of a new outcome, Text alternatives for user generated content.
