Kaz: it would be nicer to define some specific format for TD itself so that we can extract that information and generate the "active.csv" file, wouldn't it?

McCool: need to identify the TD (or the device which includes the TD) is "Active" or not in addition to the TD itself

McCool: even the TDs which are not "Active" should be registered, because this information can be registered with the directory and used for the query to directories.
