We originally picked 3 co-chairs to represent the 3 main continents

Kaz notes that we need to identify specific roles/rationale for each co-Chair. Also according to the W3C Process, group Chairs are appointed by the Director, so Kaz would like to talk with the W3C Management starting with PLH.
