najib: Looking at the Arabic numerals wiki page and there's a difference between the categories of Persian and Arabic numbers

Shervin: This is a matter for Unicode. Apparently the properties are set based on the need at the time. Unicode mailing lists should have more info about this.

... there are books that mention variations of Abjad

r12a: So it probably doesn't make it to the counter-styles document
