to the software definition, the user interface might not be all of the embedded content, there could be other embedded content (like a book) that is not the UI
suggestion for user agent - any software that retrieves and presents separate content for users
concern about file viewers that show a preview of the file content
but what about smaller portions of content, like tweets, Facebook messages, etc. ?
the preview generally doesn't display the entire tweet or FB status - have to select it to read the entire message
don't want to say all software is a user agent
rather it provides equivalent function for the embedded content
