I'm not convinced that use case is exactly the right granularity. it's a viable coarse-grained filter for sure. but I can also see that a very beautiful use case might mention (perhaps in passing) words that could be read to drive a requirement that we have (existing) consensus as being out of scope.

...in the end, any natural language formulation will be ambiguous for any determined reader. A relatively complete job might require enumerating all requirements that members can see being -potentially- elicited by each use case, de-dup'ing that list, and then one by one getting consensus on in/out. That sounds painful, but good jobs often are.
