[Odrl-version2] Purpose of the 'uid' attribute on Policy

Could someone also explain why the 'uid' attribute on the Duty entity is
mandatory? What purpose does this serve?

Am I right in thinking that the 'uid' attribute on the Policy entity is to
provide a policy with a unique identifier for reference purposes? If so, am
I right to presume that a URN would be a satisfactory way of identifying a
policy?
