[Odrl-version2] Create action?

Hi All,

In this case, this is not a creation of a completely new asset; rather an
addition to an existing set of assets (i.e. creating a new record, in
addition to existing record set). Furthermore, the permission itself is
acting on a higher set of records - e.g. permission to create a record to an
existing patient record; or permission to create a patient record to the
existing patient database. Thus the permission is not strictly against the
record itself; but rather against the record management system. I do not see
any reason why ODRL v2 cannot accomodate this with the existing constructs.
