[Odrl-version2] Create action?

I was reading a report on DRM/Ehealth [1] and it mentioned the "create" permission, as in the right to create an eHealth Record, or Xray report....

This is interesting, in that we can add this to the Common Vocab, but the issue is what "asset" do you use?
(as the asset hasn't been created yet....)
