[Odrl-version2] Core Model: relationship between Action and Duty

Hi Renato
OK, then I do have a problem with this. I think that "an Action can have
one Permission" is wrong. There could be several permissions with the
same action but with different constraints. Or please explain how the
Core Model will enable such multiple constraints to be expressed without
needing to use extensions.
