[Odrl-version2] How to Require a Manual Review?

In news, some of the usage rights can be very complex.  We therefore
believe that there will be a certain category of licenses that will
always require a manual review, such as by an editor.

This implies two things - that there needs to be a human readable
version of the rights expression.  We've established  [1] that this
could be accommodated via the Dublin Core rights element
(http://dublincore.org/documents/dcmi-terms/#terms-rights
<http://dublincore.org/documents/dcmi-terms/> ).  The other thing this
requirement would imply is some way to "force" a manual review of the
rights, to see if they are being complied with.

Does anyone else have this requirement?  Does the group have a sense of
the best way to force the manual review?  One thing I thought of was
some type of constraint that is always violated.  Or maybe simply a
constraint named "manual review required"?
