Yes, that was exactly the type of thing I was thinking. I see a need to
be able to present a natural language statement of the rights in some
situations. Would that be the way to do it?

Stuart, do you mean something like:

<dc:rights> You can do this and that and whatever.... </dc:rights>
<o:permission>
......
</o:permission>
