ODRL supports the expression of permissions for aggregation and disaggregation.The permissions "Disaggregation" and "Aggregation" are Transfer Rights, i.e. a set of Next Rights can be assigned to them that must be preserved under aggregation reps. disaggregation.

- issue01 - Shall the permissions "Aggregation" and "Disaggregation" be of the document type Transfer Rights?
Trasfer Rights allow to link to a "Next Rights" element. A Next Rights element will be in the list of new ODRL document types, such as the former offer and agreement, that may include a complete set of permissions and parties, with constraints, duties, etc.
Pro:
- With declaring "Aggregation" and "Disaggregation" as Transfer Rights it possible to express a comprehensiv set of rights that must be preserved under aggregation and disaggregation.
- The "Transfer Rights" can also link to the original set of rights, expressing that the usage rights and conditions for the asset are the same when the asset is aggregated or disaggregated.
