Shane: It has always been like this; let me check HTML4. Oh yes, it is a single URI there
Steven: With text that says it is a list in the spec
Shane: We always adopted the DTD as definitiveI could replace the empty string with #implied here
ShaneM: technically it defaults to %XHTML.profile;
Steven: I think it's OK to change it to implied, and it takes away the ambiguity of what an empty string means
ShaneM: note that it does not have a default in the schema implementation
Steven: I'll get on to the comm team about review dates and questionnaire

SC 34 instructs its Secretariat to forward the following Liaison Statement to W3C.
"SC 34 requests that the Editor's Draft 'XHTML Modularization to RelaxNG' be updated to become a Note, and that some minor bug fixes are incorporated, details of which will be supplied by our liaison officer"."
