- suggested revision: Why has been % left out? is it not considered an unit?
- rationale: As currently expressed it's not clear what to do with
percentages

Resolution: We removed % in an earlier draft as it is not a unit. Clarify by rephrasing as If the value is non-zero has a unit and the unit is not "em" or "ex" (and the value is not a percentage)
