How to best balance the need for limited built-in grammar growth in some and no need in others

- Within the working group, there is a split of opinions
regarding the need for and utility of permitting limited
growth of built-in grammars.
One request from the camp that does not see need for such
a capability is about making it much simpler for profile
users to communicate "no use of growing built-in grammar".
Currently, there are two independent variables controlling
built-in grammar growth. One possibility is collapsing them
into one.
Another idea was for the absence of the header option field
convey the default meaning of "no growth", which makes sense
depending on the rarity of values other than zero.
