- How should the Distinguishing Bits [1] be interpreted and acted on by a processor for accepting, rejecting,
or provisionally accepting input (Taki)? How strongly should we specify how it behaves; is it MUST or
SHOULD, or MAY. Specifically, how does our recommendation vary for \"EXI only\" processors, \"XML and EXI
processors\", and what are we going to say about the recommended behavior for future textual XML only
processors.
