anyone to facilitate, organize and or bridge their content
and collections

Strawman proposal: Webify DDC. Represent DDC in RDF/OWL
and expose lookup and classification services via both HTTP
GET and WSDL. Accept the fact that there is not *one*
answer but multiple options / opportunities. Plan for this
by representing DDC in ways that it can be more easily
combined with other metadata.
