A WSD is described in terms of components (interface,
binding, service, …).

WSDL uses qname {namespace name, local name} to identify WSD
components but we do have a scoping: a interface qname is part
of the global scope, while an operation qname is part of its
interface scope. (see also Appendix C, WSDL 1.2: Core).

The WSD components are reusable: you can include and/or import
them from an other WSDL document.
