Some better notion of status or progress of an issue

- At our face to face we talked about how there are a number of status values an
issue could have including some like (exact titles and status values need work):
Unreviewed - someone has claimed this is an issue but the group hasn\'t talked
about it.
Open - the group agrees this is an issue but has no suggested resolution and no
one assigned to work on it
Assigned - An individual has been assigned this issue to work on (probably be
good to have a way of specifying who this issue is)
Rejected - The group reviewed the issue and deemed it invalid
Deferred - The group reviewed the issue and deemed it unnecessary to deal with
at the current time
Proposed resolution - There exists a proposed resolution the group needs to
discuss and approve
Resolved - The group has agreed on a solution
Applied - The solution the group has agreed upon has been applied into the
correct specification
Some of these may be too detailed or too few catagories and individual groups or
