In today's TBTF telcon, we agreed that text like the following should
replace sentences 1 and 2 in paragraph 3 ("SOAP provides a highly flexible
architecture that allows for expressing and ..... etc").

The SOAP Transport Binding Framework provides some flexibility in the way
that particular features can be expressed: Features can be expressed
entirely within the SOAP envelope (as blocks), outside the envelope --
typically in a manner that is specific to the underlying protocol, or as a
combination of such expressions.

Many also expressed positive sentiment for removing sentence 3 in paragraph
3 ("The only requirement is that when features are expressed within the
SOAP envelope, all SOAP processing rules apply.") on the grounds that it is
redundant, although a final decision was not actually made.

Glen is charged with folding the replacement text back in. The TBTF should
also make a decision on whether to delete sentence 3 (before or during the
next TBTF call).
