RESOLUTION to change draw SystemFocusRing to drawFocusIfNeeded

It was decided that we would rename drawSystemFocusRing to drawFocusIfNeeded since that more accurately described what the method does. We have come to a resolution on all of the a11y bugs that would prevent Canvas 2d from exiting CR. We have a few actions to take to update the spec and close out those bugs, but a plan is in place. We have heard from implementers that they don't think there will be any problems implementing those solutions. Implementers think they should be in charge of creating the necessary tests.

  • 23986 Current default path
  • 23987 Empty path and drawSystemFocusRing
    • RESOLUTION: Update the process to include "if there are zero sub paths in the current path, abort these steps"
