Technique 1.1.1 - NULL alt value (alt="") is now allowed but is 'suspicious'.
Technique 3.6.1 - Test file now available.
Technique 9.3.1 - Test file now available.
Technique 12.4.1 - Refined list of elements to include only INPUT elements with a value attribute of "text", "password", "checkbox", "radio" or "file". TEXTAREA and SELECT elements should also be checked. Test file now available.
Technique 13.1.1 - Rule that 'achor text must be unique' now has an exception for 'd' links. All 'd' links may use the same anchor text "d", "D", "[d]", "|d|" etc.
Added 'Acknowledgments' section but still needs work.

Edited introduction to make the intent of the document clearer and to point people to ATAG for interface suggestions per wendy's proposal from 23 May 2000.
Added 8 techniques for checkpoint 14.1, per discussion of Chris' suggestion from 14 June 2000.
Added 6 techniques for checkpoint 12.3, per discuss of Brian's proposal from 12 June 2000.
Added a references section with one reference.
Added new technique (13.6.1) per discussion of Wendy's proposal from 17 July 2000.
Replaced "user" with "author" when referring to a person who might use an evaluation or repair tool. Those who use user agents are still called "users."
Notice that the formatting of checkpoint 13.6.1 is a bit different. Which do you prefer:
- "Triggers" vs. "Elements"
- Bulleted list vs. definition list
