See: http://www.w3.org/XML/Group/2007/09/scds For some purposes, the best way to enable metadata querying would be to define a useful standard XML representation of components, so that searches in the metadata can be performed as searches (using XQuery or XSLT or XPath) on the XML representation of the schema. The XML Query and XSL Working Groups believe that the XML Schema Working should define an XML representation of schema components, probably in a separate document.
The WG considered this comment at the October 2007 F2F. This idea has been explored in the past (e.g. xsv -r) and has some merit. The WG does not feel it can take on this work at this time. Therefore, marking this as LATER.
