BOM in IE

richard: CSS3 changed spec to say BOM has higher precedence than HTTP
... similar to HTML
... and browsers used to do that
... except IE10 changed to follow older CSS2.1
... so now IE is out of line
... claimed it's a mistake and thoght to change in IE11
... but didn't appear to happen in IE11
... so want to seek status of change in IE12
