<Vivienne> - The over-reliance on tools, which perform badly and rely on dubious guidelines (see our W4A paper)

do we really mean by certification?" post development certification, 3rd party
certification. Or do we want to be broader? At this stage, we need to decide on
the focus, whether on post dev 3rd party certification vs the broader view.
