text as only means of labeling a field
... Visually it's not clear what a field's label/placeholder
text is the moment that text is dded to the field
... User agents should provide a way for the placeholder text
to still be visible when text is entered to the field (e.g.
through a tooltip that appears on focus). Alternatively
developers could do this. I think this is a TF issue
