... so we should be able to move as soon as XHTML Basic 1.1
goes to Rec.
... Transition from Proposed Rec to Recommendation is a
team-only process. The working group is not to approve
anything, it's the W3C Director that approves the
transition.
Jo: reason for waiting for Rec and not transition when XHTML Basic 1.1 is in PR?
