Part of Item: Description Comment Type: TE Comment (including rationale for proposed change): This technique suggests that using frames to group material is on par with using headers, div\'s, link groups etc. Is that the intent? Is this really a problem? Are there examples of sites that change frame content types? The requirement for NOFRAMES has been dropped. Is this an oversight or is NOFRAMES really no longer necessary? Proposed Change: Add text that explains this technique is useful *if* frames are used in the page. If frames are not used then don\'t add them just for grouping blocks of material.
